Summary
The Research Historian position is part of an interdisciplinary team that incorporates the areas of historical research, collections management, oral history, education/interpretation, policy, and planning and management issues.

Duties

Responds to internal and external queries on the history of the VA Rocky Mountain Network (VISN 19).
Works with the VHA Historian, VA Curator and Senior Archivist as a subject matter expert (SME) on VISN 19 history to conduct research and develop written exhibit interpretive material to support VISN 19 facilities and offer content for the National VA History Center (NVAHC), under development at the VA Medical Center campus in Dayton, Ohio.
Provides professional expertise through scholarly knowledge of American history, military history, political history, and cultural history.
Conducts historical research and prepares draft special studies, briefing papers, articles, digital exhibits, printed literature, and exhibit materials related to VA and its historic resources and programs.
Prepares documentation providing the results of specific projects or initiatives and summarizes pertinent points for use by the Network Director, Facility Directors, VHA Historian, Curator, Senior Archivist, and senior leadership.
Conducts, directs, and/or assesses research and surveys, including the selection of primary and secondary sources and methodological approaches, and ensures the completeness, soundness of conclusions and recommendations, and conformance to professional historical standards, Federal guidelines, and VA/VHA regulations.
Conducts research projects of all sizes in terms of length of time, content scope, and complexity.
Produces studies that are narrow in scope and focused on a specific time span, geographic area, or function such as logistics, human resources, or operations.
Conducts independent research to locate relevant documentation in repositories including the National Archives and Records Administration, Library of Congress (LoC) and presidential libraries, records of the Department of Defense (DoD) and VA, and non- Federal sources.
Prepares a prospectus detailing the scope of the project, approach and methodology, sources, classification issues, outline, and production milestones.
Uses sound judgment and historical principles to analyze and evaluate available primary and secondary sources.
Coordinates with the editorial team and assists with the selection of photographs and the preparation of appropriate maps, graphs, and other illustrative materials.
Exercises a good understanding of the purposes of project and to consider such matters as the accessibility of source material and the time or other limitations involved in independently planning the details of project accomplishment.
Responds to requests for information, including from the public, all levels within VHA, and other Federal or state/local agencies.
Initiates and sustains working relationships with scholars and professional organizations in the geographic area; contributes to debates and discussions of current historical issues; and participates in the activities of the profession, including taking an active role in historical organizations and conferences.
Monitors externally and internally generated correspondence and inquiries.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications

Education Requirement
This position has an educational requirement. You must possess either of the below educational requirements:Degree: history; or related field that included at least 18 semester hours in history.
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level and for the GS-11 position, you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of military history, Knowledge of the history of the American West, ability to independently conduct research projects, studying cultural resources for the purpose of determining their nature and extent and assessing their condition, significance, and integrity, knowledge of pertinent laws, regulations, policies, and precedents that affect the history program and related support resources in the area studied.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

GS-11Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Physical Requirements: Work is predominantly sedentary. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.
