Duties

Identifies the appropriate pathway for compliance with NHPA for all proposed programs and projects in the parks, and prepares documentation related to that pathway, including completion of form and, the preparation and dissemination of consultation letters, memorandum of agreement, and programmatic agreements to/with tribes, the State Historic Preservation Office, and the Advisory Council on Historic Preservation as appropriate. Coordinates all Section 106 Reviews with the NEPA process.
Oversees the park's compliance with the 2008 Nationwide Programmatic Agreement (PA) that establishes NPS requirements for and use of the Streamlined Review Process and the agency's standard process for consultation under Section 106. Incumbent is responsible for the biennial reporting for the Nationwide PA at SEKI.
Establishes and refines the park's process for incorporating Section 106 compliance as an integrative planning tool in park project processes, and provides oversight, review, guidance, and policy direction for all park proposed actions, plans, and projects in the areas that require consistency with Departmental or Service cultural resources laws, regulations, and directives designed to protect nationally significant resources. To this end, incumbent collaborates with parks staff in setting resource preservation strategies for compliance with NHPA Section 106 and reconciles diverse viewpoints among different offices to ensure a strong compliance process.
Develops working relationships and maintains liaison with other federal, state, and local agencies, especially the CA State Historic Preservation Office, the Advisory Council on Historic Preservation, and tribal organizations, which have a role or an interest in the NPS planning and compliance process. Ensures there is public involvement, including Native American and other traditionally associated groups, in projects, especially in sensitive or potentially controversial resources issues.
Provides advice and assistance on policy matters to the Superintendent in relation to Section 106 of the NHPA and advises on consultations for projects that might be difficult or unusual.
Communicates with Regional and WASO NHPA staff and keeps SEKI informed of policies, guidelines, and procedures related to NHPA and how they are implemented in parks and programs and may participate in regional and national working groups in support of the Section 106 program and other planning efforts

Qualifications
All qualifications must be met by the closing date of this announcement-10/12/2022-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
In order to be considered for this position, you must meet both the Basic Requirement for one of these occupations: Historian GS-0170, Anthropology GS-0190, Archeology GS-0193 or Landscape Architecture GS-0807; and you must also meet the Additional Requirement for the GS-12 grade level.
HISTORIAN GS-0170, Basic Requirement:
Successful completion of a 4-year degree in history; or related field that included at least 18 semester hours in history.
OR
A combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history as shown above, plus appropriate experience or additional education.
CULTURAL ANTHROPOLOGIST GS-0190, Basic Requirement:
Successful completion of a a 4-year degree in cultural anthropology.
OR
A combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in cultural anthropology, or related course work, plus appropriate experience or additional education.
OR
At least four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.
ARCHEOLOGIST GS-0193, Basic Requirement:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archeological field school, provided a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); or surveying; AND Archeological field school
OR
Related Curriculum: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline, provided the curriculum supplied academic course work sufficiently similar to the requirements stated above (including archeological field school).
OR
A combination of education and experience that provided knowledge equivalent to that described above, plus appropriate additional education or technical experience to total 4 years.
OR
At least four years of archeological work experience that demonstrate a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher level archeologist be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
LANDSCAPE ARCHITECT GS-0807, Basic Requirement:
Successful completion of a degree in landscape architecture or landscape design.
OR
A combination of education and experience that includes 1 year of experience for each year short of graduation, under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
In addition, all applicants must meet the ADDITIONAL REQUIREMENT:
To qualify for this position at the GS-12 grade level, you must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include the following activities such as: 1) approving proposals to manage historic properties under the National Historic Preservation Act and Section 106; 2) consulting with the State Historic Preservation Office (SHPO); 3) participating in full Section 106 consultations with the SHPO and tribal representatives as needed; 4) participating as a professional member of a cultural resource team; and 5) serving as a subject matter expert in documenting and monitoring the condition of historic properties.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
