Summary
About the Position: This position ensures that historic built environment resources are given full consideration in assigned projects in the Corps' Civil Works and Military programs of planning, design, construction, and operation, as well as to support DoD installations and other federal agencies.
Duties

Perform field and office work to assure built environment resources are given full consideration in a program of planning, design, construction, and operation.
Manage the programmatic framework and coordination for built environment projects/programs at Federal dams, locks, and other operating projects, including developing treatment protocols and Historic Property Management Plans.
Provide guidance in the fields of history, architectural history, historic preservation, and cultural resources management relative to studies or projects.
Establish built environment or historic preservation project scopes, schedules and budgets, workload strategies and priorities, and historic preservation program goals.
Manage built environment or historic preservation budgets and contracts, including preparing statements of work and cost estimates for studies or services to be conducted by contractors.
Coordinate built environment or historic preservation studies to assure timely interface with investigations and construction schedules being conducted by other District programs.
Assure that agency actions are in compliance with applicable laws, regulations, etc.
Prepare environmental documents relating to a built environment and historic cultural resources.

Qualifications
Who May Apply: US Citizens
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Historian:
Degree: Bachelor's degree (or higher degree) in history; or related field that included at least 18 semester hours in history.
OR
Combination of Education and Experience: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications for GS-11 grade level:
Specialized Experience: One year of specialized experience which includes performing at least ONE of the following: 1) managing consultation and compliance issues focused on the built environment (including historic structures and buildings) and pursuant to Sections 106 or 110 of the National Historic Preservation Act (NHPA); 2) conducting built environment/cultural resources investigations to assist in the preparation of review documents for compliance Sections 106 or 110 of the NHPA; 3) identifying or evaluating the significance of built environment/historic structures and buildings; or 4) participating and communicating with multi-disciplinary teams and integrating built environment and cultural resources concerns and documents into project and planning review processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: History.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Minimum Qualifications for GS-12 grade level:
Specialized Experience: One year of specialized experience which includes ALL of the following 1) Identifying and evaluating the significance of built environment/historic structures and buildings; 2) Preparing detailed studies of historic buildings and structures including the treatment of the physical history and furnishings; and 3) Managing projects/programs focused on the built environment (including historic structures and buildings) within scope, schedule and budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
