The Legislative Commission on Indian Services was created by statute in 1975 to advise the Legislative Assembly and other Oregon officials and agencies on the needs of American Indian people in the state. All nine of the federally recognized Tribes in Oregon have a representative on the Commission. There is also one additional member from an area in which nonreservation Indians reside, who is associated with an Indian Health Care Improvement Act Title V Urban Indian Health program. Legislative members, two senators and two representatives, are also seated on the Commission.
LCIS is currently recruiting for a Physical Anthropologist to work directly with Executive Director, the Nine Federally Recognized Tribes of the State of Oregon, and the State Historic Preservation Office to provide additional support to the Commission’s mission. This position, the first of its kind in Oregon, will require an experienced archaeologist, with specialized skills in physical anthropology, with demonstrated leadership skills and knowledge of regulatory compliance. The office is in Salem but much of the work is done remotely, with travel required throughout the State of Oregon.
The Legislative Commission on Indian Services embodies the State of Oregon's commitment to recognize the existence of Oregon's Native American communities and their needs. Prior to its establishment, there was no suitable mechanism in state government to directly consider the needs and concerns of our indigenous populations. With the establishment of the Commission, this significant barrier has been eliminated. The Commission serves as the primary forum in which American Indian needs are considered; it serves as the conduit by which concerns are channeled through the appropriate network; it serves as the point of access for finding out about state government programs and policies; and, it serves as a catalyst for bringing about change where it is needed.
To carry out this mission, the Commission holds meetings to familiarize its members with current problems the Nine Federally Recognized Tribes of Oregon are facing and to discuss possible solutions. The Commission monitors legislation affecting Native Americans, both while it is being considered by the Legislature and after it becomes law, while also presenting information to the Legislature on issues of importance to the Nine Tribes of Oregon. The Commission also provides agency assistance and training to state agency managers and employees who have regular communication with tribes on the legal status of tribes, the legal rights of members of tribes, and issues of concern to tribes.
