If you answered yes to those questions, consider joining the Historical Studies team in TxDOT’s Environmental Affairs Division (ENV) Cultural Resource Management section, part of TxDOT’s diverse workforce of almost 12,000 people across the state. The position requires expertise in state and federal environmental regulations related to cultural resources, specifically those related to non-archeological historic properties. Candidates should meet the Secretary of the Interior’s (SOI) Professional Qualification Standards for History, Architectural History, and/or Historic Architecture (36 CFR 61).
The ideal candidate is someone who has a demonstrated understanding of the National Historic Preservation Act, Section 106 and Texas Antiquities Code regulations, who has a working knowledge of Texas’ architectural and infrastructure history, and who values public service.
Minimum Salary: $51,614.00  
Maximum Salary: $84,479.00

Position Description
Candidate provides high-level expertise and technical support to assist in the clearance of transportation projects in compliance with state and federal environmental laws related to cultural resources and historic properties. Work requires considerable contact with governmental agencies, private entities, and the public. Work includes substantial written and oral communication; analysis, understanding, and presentation of information from technical reports and engineering plans; and documentation of environmental compliance work in agency data management systems.
Essential Duties:

Prepares, reviews, and oversees development of documents, including field surveys, evaluations, public information, and mitigation, to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies, and procedures related to cultural resources and historic properties.
Represents TxDOT and consults with representatives of regulatory agencies, federally recognized tribes, county and city preservation commissions, special interest groups, the public, and other TxDOT personnel on sensitive environmental issues related to cultural resources and historic properties.
Coordinates with TxDOT staff, state, federal, and regulatory agencies, as well as contracted professionals, in complex mitigation efforts, and completes mitigation requirements.
Assists in the development of policies, procedures, and training on environmental topics related to cultural resources and historic properties.
Writes, revises, or prepares consultant work authorizations, forms, and related documents, including deliverables, budget, and invoices.
Performs other job responsibilities as assigned.

Minimum Qualifications:
Education:

 Bachelor’s Degree in History, Public History, Architectural History, Environmental History or related field
If only bachelor’s degree, then at least 2 years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; or
Graduate degree in History, Public History, Architectural History, Environmental History or related field; and
University coursework in American architectural history.

Experience:

At least 4 years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution

Licenses and Certifications:
None
Competencies:
Thorough knowledge of state and federal environmental laws, regulations, and mitigation requirements pertaining to the cultural resources and historic properties
Ability to research, analyze, and interpret policies and state and federal laws and regulations specific to the cultural resources and historic properties
Skill at developing, interpreting, and implementing policies, procedures, and technical information 
Working knowledge of contract management policies, procedures, and record-keeping
High capacity to plan and implement strategies to develop appropriate informational and educational materials for internal and external audiences
Demonstrated skill at researching, evaluating, and interpreting complex information and transportation plans related to historic properties and environmental regulations
Ability to foster and maintain effective working relationships with individuals and groups internal and external to the agency
Skill at prioritizing and organizing work assignments
