GENERAL DESCRIPTION: 
Oversee SHPOs Certified Local Government program.  Perform Section 106 review of projects that involve above-ground or linear resources.  Develop and implement Wyoming state standards for the treatment and documentation of archaeological and historic properties.  Negotiate and develop MOAs and PAs.

Oversee SHPOs Certified Local Government program.
Perform Section 106 review of projects that involve above-ground or linear resources.
Review, analyze, evaluate, and assess documentation prepared by professional cultural resource managers for accuracy and quality.  
Review and comment on determinations of eligibility and effect per 36CFR800 regulations and NPS bulletins. 
Prepare correspondence to federal and state agencies and project proponents reflecting the official opinion of the state. Communicate problems, deficiencies, issues, concerns, and solutions to agencies and project proponents in a clear and concise manner.   
Complete work within timeframes allowed under the 36CFR800 regulations or other programmatic/memorandum of agreements.
Perform outreach and training.  Develop, promote, and conduct public education and outreach efforts throughout Wyoming to reach agency officials, legislators, project proponents, industry officials, and the general public on the requirements of the National Historic Preservation Act and the proper treatment and preservation of historic resources.
Represent SHPO in on-site inspections and reviews. Represent the State of Wyoming in on-site inspections of renovation and rehabilitation projects involving historic buildings, structures, and objects.  
Review architectural plans and specific treatments of historic buildings.  Make recommendations based on the Secretary of Interior’s Standards for Rehabilitation and extensive knowledge of applicable restoration treatments.  Discuss and suggest options for treatment and help guide proponents to the appropriate preservation option.  Advise on the short and long-term effects of treatment choices so proponents and property owners can make informed decisions.  Work closely with architects, engineers, and contractors so they can be well-educated on the appropriate treatment and understand the principles being applied.
Develop and implement Wyoming state standards for the treatment and documentation of archaeological and historic properties. Coordinate, develop, prepare, review and collaborate among staff, colleagues, agencies, and contractors the development of state cultural resource standards.  Participate in the writing, review, and implementation of existing, revised, and new standards in the documentation and treatment of historic properties.  Respond and address technical comments and suggestions to clarify policy and standards.    Supervise, direct, educate and instruct consultants' and agencies' cultural resource professionals on the requirements and standards.  
Negotiate and develop MOAs and PAs. Represent the State of Wyoming in the negotiation and development of legally binding agreements to mitigate adverse effects to historic properties as required by the 36CFR800 regulations.  Discuss, consult, and devise appropriate measures to mitigate effects to historic properties. Review subsequent materials and information provided to ensure the mitigation is completed within the set forth time frames.  Formally notify any of the signatories with problems, issues, concerns, and defaults if appropriate.  Participate in consultations between agencies, Tribes, interested parties, and companies, and present information as needed to ensure the agency, proponent, and interested parties are well informed and educated on the S106 process and the logic and reasons for the negotiated treatment.

Qualifications
PREFERENCES: 
Preference will be given to applicants who meet the Secretary of the Interiors Professional Qualification Standards in history, architectural history, architecture, or historic architecture.
KNOWLEDGE: 
Knowledge of federal historic preservation programs and regulations including National Register of Historic Places and Section 106 review.  
Excellent public speaking skills.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Cultural Resources)
Experience:
1-2 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Senior Cultural Resources Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Senior Cultural Resources Specialist

PHYSICAL WORKING CONDITIONS:
Work is typically performed in an office environment however, some statewide travel is required.
