Duties

Provide professional and technical assistance, information, strategic advice, and a planning process whereby cooperators can be empowered to accomplish common goals. Technical assistance roles to include providing guidance and advice and identifying resources to assist in researching and documenting Underground Railroad associations; monitoring NTF grant funded projects; and 1 developing applications for
Network to Freedom membership; preservation of endangered buildings, structures and sites; archeological investigations of potential sites; developing and planning for heritage tourism potential of UGRR sites; sources of funding for repair and rehabilitation projects and sources of funding for research and survey projects.
Facilitate the exchange of research results; reviews, evaluates, guides research. Uses available scholarship, studies, and reports to validate and authenticate regional findings. Works with State Historic
Preservation Offices (SHPOs) and others to establish standards for verifying Underground Railroad associations. Assist in the development of guidance materials for SHPOs and private partners to guide evaluation of Underground Railroad properties and determining eligibility for listing in the National Register of Historic Places.
Develop a framework for Underground Railroad interpretation in the regions. Identify NPS units with direct and indirect connection to Underground Railroad. Assist interpreters and park managers in 1 developing Underground Railroad programming and curricula. Assemble information and data on the · specific character of Underground Railroad activities in different parts of the regions and share this information with NPS and non-NPS partners. Coordinate internally with other NPS functions, e.g., partnership programs, interpretation, all cultural resource disciplines, natural resources, etc. to maximize efficiencies and service to the public.
Assist in implementation of the NTF Service wide through participation in a regional coordinator group, including review of NTF applications and grant applications. Participate in the region at meetings to develop policies for implementing the NTF. Contribute to NTF management and strategic plans, interpretive materials, action plans, and fiscal and budget documents related to the NTF and its projects.
Facilitate forming of new partnerships with community-based groups, state agencies, other federal agencies. Advocate for constituent support and assist non-profit groups in identifying sources of funding and developing competitive applications for the NTF and for grants. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and
Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes.

You may be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. 

Qualifications
All qualifications must be met by the closing date of this announcement-08/01/2022-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Basic Education/Experience: To qualify for a GS-0170 position, you must possess one of the following:
- 4 year degree in history; or related field that included at least 18 semester hours in history.
Or
- A combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: One year of full-time specialized experience equivalent to the GS-11 in the Federal government. The experience equipped me with the knowledge, skills and ability to successfully perform the duties of this position, and include but is not limited to: Preparing historical research for cultural resource documents (e.g. National Historic Landmark nominations, National Register of Historic Places nominations, historic resource studies, special history studies, resource stewardship plans, historic resource studies; or comparable nominations or studies);
developing plans for the inventory, evaluation, documentation, preservation, research, and interpretation of cultural resources;
and/or preparing project proposals, scopes of work, and task directives for the documentation, interpretation, planning, and management of cultural resources.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
