The Washington State Parks and Recreation Commission is currently seeking a full-time, Environmental Planner 4 located at Parks' Northwest Region office in Burlington, WA.
The duty station for this position is in Burlington, WA. Due to the COVID-19 pandemic, employees are working a combination of in-office and teleworking based on the position and business needs. Once the restrictions are lifted, this position may be available for continued partial telework opportunities, depending on business needs and supervisor approval.

Duties: This position is a senior level archaeologist implementing agency mission, goals, and policies for the management and protection of cultural resources in State Parks. This includes identification, evaluation, and protection of over 900 cultural resources throughout the state with a focus on our northwest region. This position provides technical leadership on cultural resource management to State Parks and other federal, state, local, and non-governmental organizations as well as working statewide with groups external to State Parks regarding constantly changing interpretations to laws, policies, and program needs. This position will be stationed in the Northwest Region but will routinely collaborate with cultural resource and project planning personnel located at HQ and other regional offices.
Duties include, but are not limited to:
Responsible for new initiatives, major modifications to existing laws, policies, and program planning needs regarding archaeology. This includes, but is not limited to:
RCW/WAC regarding archaeology
Appropriate treatment plans to avoid adverse effects to cultural resources on lands under Parks' stewardship.
Coordinating partnerships with Indian Tribal Governments regarding cultural resources.
Representing Parks' interests regarding the identification and recovery of disturbed human remains.
Developing procedures and verifying the appropriate application of Governor's Executive Order 21-02, agency Cultural Resources Management Policy and federal, state, and local regulations for conservation and protection of these resources.
The position develops agency procedures and sets priorities for the conservation of cultural resources within State Parks.
Researches archives, libraries, and other regional repositories to prepare background histories for reports and technical documents.
Provides support for generating and maintaining program records.
Coordinates cultural resource related permitting of capital projects.
Conducts formal consultation as required by Governor's Executive Order 21-02.
Provides technical consultation on protection and interpretation of cultural resources.
Provides quarterly consultation with regional construction and maintenance staff on project review, technical advice, training, and support.
Manages agency archaeological records.
Master's degree in Anthropology with a specialty in Archaeology, Cultural Resource Management, or a closely related field.
Four (4) years of professional work experience in archaeology and/or cultural resource management that includes at least 3 years of all of the following:
Cultural resource data collection and management
Collecting archaeology field data with GPS unit
Analyzing spatial data
Making maps using GIS software
Maintaining databases and project files
A full understanding of Section 106 of the National Historic Preservation Act of 1966, as amended and Governor's Executive Order 21-02 as it affects cultural resources.
Must meet the Secretary of Interior Archaeology Qualifications Standards
A valid (unrestricted except for corrective lenses) driver's license.
Excellent written and oral communication skills, including technical report preparation. Capable of working independently with a diverse, multi-disciplinary team.
Experience with tribes for Section 106 and/or Governor's Executive Order 21-02 (formerly 05-05) compliance.
Experience with construction monitoring, survey, and excavation.
Experience with developing archaeology and monitoring work plans.
Experience obtaining state and federal permits to conduct archaeology fieldwork.
Experience managing several cultural resource projects concurrently.
Experience in Washington State or Pacific Northwest.
