The Interdisciplinary Chief of Resource Management leads the natural and cultural resources program for Cowpens National Battlefield (COWP), Kings Mountain National Military Park (KIMO), Ninety Six National Historic Site (NISI), and the Overmountain Victory national Historic Trail (OVVI).The incumbent advises the superintendents of COWP/KIMO/OVVI and NISI, on all park resource management issues and serves as the subject matter expert in resource management for all park sites.Develops and manages a robust interdisciplinary program, which involves sensitive and complex issues that impact a wide variety of park resources. Provides direct professional and programmatic advice, guidance, and support for all resource management activities in the parks. Independently ensures that all park projects, planning, actions, and activities are in compliance with applicable laws, policies, and regulations. Facilitates the completion of all reporting requirements associated with program area for the parks.
Represents the superintendent(s) when working with others on resource stewardship issues. Develops and maintains effective working relationships with state historic preservation offices, tribal historic preservation offices, other traditional associations, related groups, agencies, NPS staff, partners, community leaders, and other public stakeholders. Attends management and professional meetings, training sessions, approved conferences, and other events for the purposes of exchanging information and advocacy for resource stewardship. Represents the parks on NPS regional task groups or similar organizations. Makes presentations in the parks, in public meetings/gatherings, and at professional meetings. The incumbent is a member of the park group management team reporting directly to the KIMO/COWP Superintendent.
Prepares and coordinates the efforts of other park staff and subordinate employees in the preparation of resource management plans and specific action plans pertaining to the management and protection of cultural and natural resources. An important aspect of this activity is the integration of natural and cultural program activities with other park operations, activities, planning, and projects.
Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and project proposals and/or grants to justify funding requests and accomplish goals. Administers and tracks project funds and prepares accomplishment reports, as needed. Maintains awareness of applicable funding sources within the NPS as well as outside opportunities.
Develops and manages, contracts, agreements, and other associated instruments to carry out functions of program area.
Develops and implements long range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the resources within the appropriate mission, objectives, and resources contexts.

Qualifications
All qualifications must be met by the closing date of this announcement-07/25/2022-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Basic Qualifications Requirements: You must meet one of the following basic qualification requirements below, for the Chief of Resource Management, GS-0170/0193/0401/1015-11. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position. This is a screen out question.- AND -To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Historian, GS-0170 Basic Requirements:
Education: Successful completion of a bachelors or higher level degree in History or a related field. You must include transcripts.
-OR-
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: You must include hours per week worked.
-OR-
Combination of Education and Experience: Successful completion of a combination of education and experience as described above. To combine education and experience, you must have 50% of the education and 50% of experience in history or a related field. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Archeologist, GS-0193 Basic Requirements:
Education: 1. Bachelor's or higher level degreethat included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying;
AND Archeological field school. 2. Related Curriculum: Bachelor's or higher level degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 above (including archeological field school).

Experience: Four years of specialized experience in archeological work that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
Natural resource Biologist, GS-0401 Basic Requirements:
Education: Must have successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related discipline closely related to position.

Combination of Education and experience: Education must include successful completion of course work equivalent to a major (at least 24 semester/36 quarter hours or school equivalent) in an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology; PLUS experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined.
Museum Curator, GS-1015 Basic Requirements:
Education: Degree:You must have successfully completed a degree in museum studies; or in an applicable subject-matter field (archaeology, anthropology, history, or similar area of cultural resources management) from an accredited college or university. You must provide transcripts.

Experience: Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown in A above.

Combination of Education and Experience: courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to the above, applicants must also possess the following:
Specialized Experience: Applicants must possess one year of specialized experience at least equivalent to the GS-09 level in the Federal Service. Specialized experience includes but is not limited to developing and implementing a cultural resource management program for an organization that includes the professional fields of archeology, history, or cultural anthropology; directing, coordinating and participating in the development and review of cultural resource documentation, including the National Historic Preservation Act (NHPA), for a range of routine and complex projects, including historic structures, permits and rights-of-way, interagency trail and access plans and large-scale road and paving projects to ensure compliance with applicable environmental regulations. You must include month and year and hours worked per week.

Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.
