PRINCIPAL RESPONSIBILITIES:

Ensuring agency legal compliance with the National Historic Preservation Act (NHPA) and related federal, state and Department of Defense/Department of the Army laws and regulations relating to preserving cultural and historic sites, to include required consultation with the State Historic Preservation Office, Advisory Council on Historic Preservation, federally recognized Tribes, cooperating agencies, and other interested stakeholders.
Conducts anthropological/archaeological/historical studies of cultural resources, involving planning, scheduling, budgeting, research coordination, analysis and evaluation of assigned projects.
Plans, conducts, and oversees cultural resource investigations, in-house and through hired consultants, including records and literature searches, archival studies, and fieldwork consisting of reconnaissance and intensive surveys (both archaeological and architectural), test excavations, and data recovery operations.
Manages cultural resource contracts.
Supervise seasonal/temporary employees in the conduct of field work and report writing.
Review, update, and implement the agency-wide Integrated Cultural Resource Management Plan (ICRMP) and related management initiatives including the Historic Structures Maintenance and Treatment Plan, archaeological site monitoring and protection efforts, Tribal consultation and project notification, environmental awareness/education and updates of interpretive displays.
Represent the Utah National Guard as a cultural resource professional and environmental planner at meetings with other agencies, Tribal governments and organizations.
Overall responsibility for planning and coordination of periodic meetings with Tribal governments.
Assist with NEPA analysis: provide subject matter input; evaluate Records of Environmental Consideration (RECs) for cultural resource concerns; monitor IAW NEPA analysis requirements.
Ensure Utah National Guard archaeological collections are managed in accordance with 36 CFR Part 79: Curation of Federally-Owned and Administered Archaeological Collections.

QUALIFICATIONS:

Meets Secretary of the Interior Professional Qualification Standards for Archaeology, Architectural History or Historic Architecture (36 CFR Part 61). A graduate degree is preferred.

Historic Architecture

Professional degree in architecture; OR a State license to practice architecture, plus one of the following: 1) one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or 2) one year of full-time professional experience on historic preservation projects.
Familiarity with federal and state cultural resource laws and regulations: examples include the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGPRA), and Utah Code 9-8-404. 
Training or experience consulting/working with federally recognized Tribal governments is preferred. 
A basic familiarity with National Environmental Policy Act (NEPA) requirements and practice is preferred. 
Knowledge of Microsoft Word and Excel, proper data collection, storage and filing. 
Ability to work in hot or cold, wet or dry environmental conditions in steep, rocky terrain. 
Able to maintain vehicle privileges with the State of Utah, including U.S. driver’s license. 
Able to obtain clearance for DOD computer access. Disqualifications include felony convictions, non-U.S. Citizenship and similar.

Provides technical assistance on agency issues, services, program(s), and/or computer hardware and software, etc.
Develops and implements procedures in response to agency policy, state and federal laws, etc.
Facilitates/Chairs work groups, teams, and/or meetings. Creates a positive environment, evaluates group processes, recommends solutions or alternatives, etc.
Writes or drafts correspondence, reports, documents and/or other written materials.
