Position Description
This Environmental Specialist position is part of the Archeological Studies Branch. As an Environmental Specialist, you’ll manage archeological compliance for TxDOT projects, oversee consultant work, manage archeological projects as part of the overall environmental process, and contribute to TxDOT’s consultation and outreach programs. You must be eligible to obtain Texas Antiquities Permits from the Texas Historical Commission. TxDOT projects occur all over the state and encounter a diverse array of resources. Because of the size of the program, you will have the opportunity to contribute to projects that make use of your existing expertise and to grow in new ways. TxDOT supports professional development through on-the-job experiences, conference participation, and formal training. 
TxDOT projects require compliance with the Antiquities Code of Texas, Section 106 of the National Historic Preservation Act, and the Texas Health and Safety Code. To achieve compliance with these and other requirements, TxDOT utilizes a variety of tools and resources. For example, TxDOT has developed a series of models indicating the portions of the landscape with the best potential to preserve archeological sites. TxDOT manages multiple consulting firms with expertise in the protection of cultural resources. TxDOT oversees many data recovery and other mitigation projects. 
Essential Duties:

Oversees, reviews, and evaluates inspections, field surveys, assessments, or investigations to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies, and procedures.   
Oversees and evaluates the environmental impact of Department activities on cultural and historic resources. 
Coordinates with Department staff, state, federal, and regulatory agencies, and the public on issues related to protection of the cultural and historic environment. 
Designs and monitors programs to address and mitigate identified issues. 
May plan, coordinate, schedule, conduct, or approve surveys, tests, or inventories for environmental clearance to determine effects and protect cultural and historic resources.    
Plans, develops, recommends, and implements guidelines, policies, and procedures related to the protection of cultural and historic resources. 
Provides guidance and interpretation on environmental laws, rules, regulations, and procedures related to the protection of cultural and historic resources.   
Writes, revises, or prepares consultant work authorizations, forms, and related documents including deliverables, budget and invoices. 
Negotiates contracts, renewals, work authorizations, supplements and amendments and recommends award of contract for the evaluation and protection of cultural and historic resources.   
Reviews, evaluates, monitors and/or approves consultant work, research programs related to the protection of cultural and historic resources. 
Performs other duties as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in History, Anthropology, Archeology or a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 3-4 years environmental project manager duties. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification(s) will be issued by TxDOT at the time of hire.
After Safety Impact certification is issued, the employee is then subject to random drug testing. 
Valid Driver's License 
Candidate must meet Secretary of Interior’s Professional Qualifications Standards, per 36 CFR Part 61, and requirements and qualifications for principal investigators in the rules of practice and procedure of the Texas Antiquities Code, Title 13, Part 2, Chapter 26.

Environmental laws, regulations, and mitigation requirements pertaining to the protection of cultural and historic resources.  
Developing, interpreting, and implementing policies, procedures, and technical information 
Contract development and management policies and procedures
Writing methodologies and strategies to develop and implement appropriate informational and educational materials 
Researching, evaluating, and interpreting complex cultural environmental information 
Reviewing transportation plans for accuracy and ensuring compliance with requirements 
Public relations for maintaining effective working relationships with individuals and groups 
Prioritizing and organizing work assignments 

Physical Requirements and Working Conditions:

Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
Standing-prolonged periods of time
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
