Description
The M-NCPPC Archaeology Office of the Natural and Historic Resources Division (NHRD) is seeking a Cultural Resource Planner II. The Archaeology Office is a county-wide unit responsible for preserving, studying, and interpreting the archaeological resources of Prince George’s County within M-NCPPC property. The office exists to encourage stewardship of our cultural resources by providing unique opportunities to experience a tangible connection to our shared past through the science of archaeology. Job functions and performance standards for this position include the management and supervision of cultural resource projects and staff for archaeology, historic preservation, and regulatory compliance projects. This position works Monday -Friday, with occasional evening and weekends.

Examples of Important Duties
Plans and Projects
Supports the cultural resources project manager with capital improvement projects, master planning, major maintenance projects, and special studies affecting historic structures, historic and archaeological sites, and cemeteries.
Conducts site inspections in determining architectural style and construction techniques; performs surveys for potential historic districts, identification of boundaries, and relevant data gathering for outreach meetings or workshops.
Research and Planning Studies
Reviews and analyzes architectural, engineering, and landscape plans, specifications, and applications for completeness; ensures plans meet the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation. Works with architects, engineers, and specialists, as instructed.
Uses enterprise and specialized software for planning, scheduling, communicating, data collection, word processing, preparing presentations, reporting time and attendance, requisitioning items, researching, and performing other functions.
Ensures all cultural resources and historic preservation data are entered promptly, and works with appropriate staff on maintenance of the Archaeology Office’s GIS database for historic and archaeological sites.
Cultural Resource Stewardship and Outreach
Provides support to the Division by assisting at public history, community, and educational events for long-term strategic planning related to increasing public engagement at historic sites. Provides educational and outreach materials to community groups encouraging the stewardship of cultural resources.
Participates in programs and marketing by documenting historic and archaeological sites, conducting and participating in annual workshops/conferences, updating maps, and sections of the website, as instructed.
Regulatory Review/Compliance
Conducts assessments and analysis of historic preservation regulatory compliance; state easements; the Maryland Historical Trust Easement Committee Rules and Regulations; Historic Preservation Commission Rules of Procedure, Policies and Guidelines; Federal, State, and County Archaeology Guidelines and laws; and other historical and cultural preservation standards.
May prepare scope of services for studies to be performed by contractors; evaluates proposals and recommends selection of contractors.
Assists the Department of Parks and Recreation and contractors with required cultural resource and historic preservation permits according to established program guidelines and formats (i.e. Historic Area Work Permit (HAWP), Maryland Historical Trust Project or Easement applications).
Prepares archaeological reports, correspondence, plans, and other materials; explains technical cultural resources issues and concepts to support research conclusions and recommendations. Conducts research and designs charts, graphs, maps, statistical data and other exhibits as instructed. Comments on planning documents involving cultural resources or historic preservation, including preparation of supporting maps and visual aids for presentations to the Department of Parks and Recreation’s Divisions, Planning Department, Historic Preservation Commission, and Planning Board.
Drafts contract documents, reviews consultant draft studies and facilitates publication of the final document.

Principles and concepts of cultural resource and historic preservation management in one or more areas: archaeology, anthropology, architectural history, landscape history, architecture, or urban planning; research techniques and analysis; current literature and best practices in historic preservation, archaeology, and cultural resource management; county geography*; County, State and Federal codes regarding historic preservation and cultural resources*; characteristics and uses of construction, building styles and building materials*; practices for working with local, state and federal regulatory agencies in historic preservation and cultural resource management; zoning, property title clearance, codes and permits, regulations, and easements as they relate to historic preservation and cultural resources stewardship*; archaeology and architectural guidelines, laws and history; technical rehabilitation and restoration best practices*; and Commission organization, policies, and procedures*.

Preferred Qualifications:
Candidate should meet the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation and understand the Standards and Guidelines for Archaeological Investigations in Maryland, and the Guidelines for Archaeological Review of The Maryland-National Capital Park and Planning Commission.
Working Conditions:
Work is performed in an office and outside setting and involves investigating historic structures in varying conditions of repair or archaeological sites. Work involves frequent positioning of self to obtain information, plans, permits, remaining in a stationary position, moving about inside the office and outside when inspecting historical sites, communicating with the public, officials, and employees. Work may require some physical requirements, especially related to archaeology. Driving to attend various meetings and conduct site inspections. May be subject to various job demands such as high volume of work, tight deadlines, and extended hours.
