Serves as the Native American Graves Protection and Repatriation Act (NAGPRA) liaison for the Sacramento District (SPK).
Plans, monitors, and reports to Section Chief on the routine operation of NAGPRA compliance for assigned projects.
Demonstrates and incorporates considerable knowledge and experience in the application of the National Historic Preservation Act (NHPA), and National Environmental Policy Act (NEPA).
Manages project funding, including fiscal issues, from start of a project to project completion.
Communicates with Section Chief and project leads to ensure appropriate execution of funds.
Provides technical assistance regarding NAGPRA and archaeological collections management to other agencies, especially the National Park Service NAGPRA office, and represents USACE in federal NAGPRA meetings.
Directs and performs library research concerning archaeological collections and records management, human osteology and history of archaeological projects under study.
Serves as Cultural Resources subject matter expert on Project Delivery Teams.

Basic Requirement for Physical Anthropologist:
Degree: Bachelor's or graduate (or higher level) degree in anthropology (e.g., cultural).
OR
Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology (i.e., cultural), or related course work, plus appropriate experience or additional education.
OR
Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes reviewing plan to ensure compliance with cultural resource laws and regulations, such as NHPA and NAGPRA; preparing a variety of high quality written reports and documents to support cultural resource program goals; working as a member of multi-disciplinary teams; using elements of human osteology, bioarchaeology and/or physical anthropology applied to compliance with cultural resource laws and regulations; working with NAGPRA regulations, archaeological collections and interested Native American tribes; and ability to identify human remains in fieldwork environments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

SELECTIVE PLACEMENT FACTOR: Army Regulation (AR) 200-4 C 1-9b. and 2-3b(3), requires that installation commanders ensure efforts to identify, evaluate and treat historic properties follow the Secretary of the Interior's Guidelines for Archeology and Historic Preservation and are conducted under the supervision of personnel who meet the applicable professional qualifications standards set forth in 36 CFR 61 appendix A. Therefore, this position requires a graduate degree (e.g., masters or higher), in the subject matter discussed under the basic education requirements, i.e., graduate degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A (including archeological field school). Refer to Archaeology and Historic Preservation: Secretary of the Interior's Standards and Guidelines (35 CFR Part 61 or https://www.nps.gov/history/local-law/arch_stnds_9.html) for more information on the graduate degree requirement.
