Summary
This position is an Interdisciplinary position. Applicants may qualify by meeting the basic educational or experience requirements for any of the three occupational series. Historian GS-0170, Cultural Anthropology GS-0190 and Landscape Architect GS-0807. You must provide transcripts.

Duties

Analyzes, evaluates, and coordinates matters involving cultural resources programs and the natural and social sciences associated with Lewis and Clark National Historic Trail.
Participates in and may lead development of cultural resources plans and projects with Federal, State, and local agencies and private organizations on matters pertaining to the need for resource planning and protection of the Lewis and Clark National Historic Trail.
Serves as a member of multiple interdisciplinary teams of resource professionals and/or is independently responsible for a variety of comprehensive cultural resources projects and studies.
Recommends policy or guideline changes based on issues identified during the course of the planning projects.

Physical Demands: Work is mostly sedentary in nature in an office setting requiring regular periods of review and preparation of documents. Ergonomic roller chair provided at powered standup desk. Intense periods of concentration during heavy workloads and analytical review are required on a regular basis. Occasionally must make field trips to parks for analysis or consultation with partners requiring moderate exertion on trails or walkways.
Working Conditions: Work is normally conducted in an office setting with occasional travel along the historic trail for meetings with partners, or resources analysis.
Duties will be developmental in nature when filled below the full performance level.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications
All qualifications must be met by the closing date of this announcement-11/08/2022-unless otherwise stated in this vacancy announcement.
Basic Requirement: Must meet the Secretary of Interior Professional Standards for Historian GS-0170, Anthropology GS-0190 and Landscape Architect GS-0807. Transcripts and/or professional licenses must be provided to document how you meet this basic requirement.
Historian GS-0170:
Possess a graduate degree in history or a closely related field of study.
-OR-
Possess a bachelor's degree in history or a closely related field plus one of the following:
At two years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution OR Substantial contribution through research and publication to the body of scholarly knowledge in the field of history.
Anthropology GS-0190:
Possess a degree in Anthropology with a specialization in Applied Cultural Anthropology, Sociology, Cultural Geography, Folklife, History, American Studies, or a closely related field.
-OR-
Possess a combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, such as Applied Cultural Anthropology, Sociology, Cultural Geography, Folklife, History, American Studites, plus appropriate experience or additional education.
-OR-
Possess four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.
Landscape Architecture GS-0807:
Possess a professional degree in architecture plus at least two (2) years of full-time experience in architecture, applying the theories, methods, and practices of Landscape Architecture that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic properties in the United States and its Territories.
-OR-
Possess a State License to practice architecture.
- AND -
GS-7 LEVEL:
EXPERIENCE: At least one full year of specialized experience at the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assist with the preparation of compliance documents, such as Section 106, or National Historic Site or Landmark nominations, applying cultural resource laws, rules and regulations; utilize a range of tools, methods, and technology (e.g., photographs, statistics, maps, field map production, remote sensing, oral history, measured drawings, GPS, and/or GIS) to research and document cultural resources; work cooperatively with individuals, interagency groups or multiple organizations to plan for or manage long-term protection of cultural resources; and/or perform work requiring the ability to comprehend and apply theoretical considerations and new developments in the technical literature of history, anthropology, or landscape architecture.

EDUCATION: Completion of at least 1 year (18 credit hours) of graduate-level education in history, cultural anthropology, landscape architecture or other closely related fields.
-OR-
SUPERIOR ACADEMIC ACHEIVEMENT: PossessSuperior Academic Achievement (S.A.A) which was gained in a curriculum that is qualifying for the position to be filled. SAA. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision. Grade-point average (GPA) - Applicants must have a grade-point average of a). 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b). 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field of study related to the position or the required courses in the major field completed during the final 2 years of the curriculum. You must include transcripts which show your GPA and /or documentation for membership into an honor society.

GS-09 LEVEL:
EXPERIENCE: At least one full year of specialized experience at the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Advise, supervise or administer on cultural resource laws, rules and regulations or prepare compliance documents, such as Section 106, or National Historic Site or Landmark nominations; working with a range of tools, methods, and technology to research and document cultural resources; work cooperatively with interagency groups or multiple organizations to plan for or manage long-term protection of cultural resources; and/or perform work requiring the ability to comprehend and apply theoretical considerations and new developments in the technical literature of history, anthropology, or landscape architecture.

EDUCATION: Completion of at least 2 years (36 credit hours) of progressively higher-level graduate education leading to a master's degree or master's degree or equivalent graduate degree in history, cultural anthropology, landscape architecture or other closely related fields.

Successful completion of a combination of education and experience as described above.
GS-11 LEVEL:
EXPERIENCE: At least one full year of specialized experience at the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Develop and maintains effective working relations with Native Americans, and related groups, agencies, and the public. Coordinates cultural resources programs with those on adjacent lands. Provides for public involvement, including Native Americans and other associated groups. Develops and maintains peer relationships with researchers, subject matter experts, and resources managers of other agencies, universities, and associated groups. Performs or directs project-oriented work in one or more of the professional fields mentioned above. Negotiates cooperative and interagency agreements to carry out resource stewardship goals. Identifies research needs, prepares proposals, statements of work, and oversight for research projects. Serves as a Contracting Officer's Representative for projects on contracts, interagency agreements, and cooperative agreements. Serves as liaison with the State Historic Preservation Office, Native Americans and other traditionally associated groups, and other interested parties.

EDUCATION: Completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in history, cultural anthropology, landscape architecture or other closely related fields.
