We are seeking an Environmental Planner 4 to act as a senior level environmental planner, advising agency staff on environmental laws in coordination with other agency policies and programs.  This position is responsible for ensuring the agency’s compliance with the State Environmental Policy Act (SEPA), the National Environmental Policy Act (NEPA), and the Administrative Procedures Act, as well as other statutes and regulations, thereby reducing the agency’s exposure to legal risk. 
Duties & Responsibilities:

Interpretation and application of SEPA and NEPA laws and rules.
Manage the development of complex Environmental Impact Statements (EIS).
Internal and external consultation on NEPA documents.
Provide consultation and support to executive and division managers and staff in the planning and development of agency critical EISs.
Principal point person for Good Neighbor Agreement NEPA/SEPA consultation.
Facilitate resolution of agency intra- and inter-program and interagency inconsistencies and conflicts in the interpretation and application of SEPA requirements.
Review day-to-day SEPA documents and advise other team members.
Write and review guidance documents, policies and procedures.
Act as technical expert developing and reviewing training materials and presenting training. 

Qualifications
Required Qualifications: 

Demonstrated knowledge of planning principles, techniques, environmental laws, policies and programs.
Master’s degree with major emphases in land use, environmental or natural resource planning, environmental law, or closely related field, OR 3 years of experience in related field


OR one year of experience as an Environmental Planner 3
OR a combination of education and/or experience equivalent to show proficiency in interpreting and applying agency policy and analyzing environmental data in the context of SEPA and NEPA review.


Proficient in communicating verbally and in writing complex environmental concepts and analysis, using precise legal language.
